Two many Level 1s for the tutors to cope

DS1 is in his second year at college doing a C&G Furniture making course. He did really well - distinction is most modules - and after a very lacklustre school career we were all delighted.

Last year there were 7 level 1s and only 2 went on to Level 2. This year they made a huge effort to recruit more and they now have 17 level 1 students when 10 should have been the limit. Obvious result is that DS and the other Level 2 student are basically being ignored, they get no guidance and basically are being left to fend for themselves. One tutor is on long-term sick leave and although there is a stand-in there simply isn't enough room in the workshop and enough supervision/education going on.

Where do I start with this? What should I expect them to do bearing in mind they aren't going to kick any of the level 1s off the course and there is a finite amount of room and time available.
