appealing year nine in-year place - how to argue no "prejudice"

ayone with experience of appealing for place at oversubscribed school on socio-medical grounds?

I have an appeal date in november.

dd has specific reasons to choose this school for her health reasons (easy transport etcetc) [no learning needs, only chronic health condition]
she is currently attending a hospital school as an out patient. cannot go back to old school as they wont support her needs and have said so...

how to counter any argument they have that taking on dd over the roll will be prejudicial to school?

"the Panel will consider.... balancing the arguments: for the Panel to exercise its discretion, balancing the degree of prejudice to the school against your case for your child being admitted to the school, before arriving at a decision"
