How old do you have to be to do a Btec?

DD did one in yr9 & they are saying they didn't register her as she wasn't 14

I might have done.....tbh I'm so confused by the whole sodding thing

I can't understand a child doing a course, completing it & then being entered for it the following year

It's beyond my understanding
