AirBnB licensing & enforcement

Does anyone know what's happening, now that the deadline for planning permission has passed & councils have published these online?

One of my neighbours (in a block of flats) continues to let out her property, has not applied for a licence.

Is there any kind of reporting facility or enforcement?

I'm in Edinburgh & am guessing only a minority have applied but are continuing to trade.
