How to deal with council concierge?

We own our flat outright but it is within a block that the council is supposed to maintain, clean the close etc though this never happens.
We were having our bath fitting yesterday afternoon and at 12pm and 2pm the council worker in the close came to the door to complain about the noise being made. Neither myself nor my partner were in so the plumbers just told him they’d be finished soon, then when he returned they basically told him the same thing and to get lost in a nice way 🤣. I just don’t think it’s very fair, I’ve been worked up on multiple occasions by diy above and below and never said a word as that’s just living in a flat really. The bottom floor neighbour has a dog that barks 9-5 continuously all day and they never say a word to them. We are also the only flat it appears that don’t smoke and we get him up once a month telling us he’s seen us throwing fags out the window and he’ll report it if it keeps happening.
I just don’t know if it’s worth complaining as he’s already a bit difficult to deal with and don’t want to make it worse, but it’s making me anxious just living my day to day that he’ll come and report us for everyday noise now. What would you do?

Sorry your post isn't clear, is this a neighbour or a concierge who is in the building within certain hours? Realistically there's not much you can do if he works there, I would just smile and agree. If you feel it is harassment I would contact his employer & explain the situation.
