You're still not allowed to stay over night or enter anyone's home which I think prevents anyone from going too far. (I think)

It's not the law. I think the only country trying to stop entry is Wales.

5 miles is for exercise to avoid huge numbers at beauty spots. You can travel further to meet a family member or friend outside or sit in their garden. The guidelines for that are only use judgement. It's not a blanket 5 miles in case anyone not meeting family because of that!

The 5 miles thing seems a bit mad if you live in a congested city centre - but then I cannot understand people who get to a busy beach etc and decide to crack on in there rather than find somewhere else. Scotland has plenty of beautiful outdoor areas.
