Obviously the plan is for the 16 hours to go up to 30 from 2020. Does anyone know if this is universal or if both parents have to be working?

universal - and already in place in some areas as it is being rolled out gradually.

Universal from 2020 but it's being piloted in quite a few places. We're getting a new nursery and opening 50 weeks a year. You'll get the choice of term time at full time hours or 50 weeks at roughly a morning or afternoon place because you are splitting your hours.

didn't know it's in place in some areas already! that is really good news. Does anyone know if any of the nurseries in Edinburgh have started this already? Thanks!

There's quite a few piloting the hours in Edinburgh. You'd need to check with the nursery you have your child registered with.
