I have no clue OP but there are often details on noticeboards in community centres and libraries and even maybe local shops or the Drs surgery. Also, might there be local Facebook pages? Even something like a bit and sell page might be a good place to ask. Can you find any childminders? In my experience, child minders know everything that is going on locally and often run the toddlers groups too. Health visitor too maybe?

I'm local but my kids are well past the toddler group age.

There's a Gymboree right in the village centre which always seems busy.
I think there's also a toddler group in Cairns Church which is up the road from the town hall.

Tuesdays; cairns church 9.30-11.30
Thursdays; St. Paul's 9.30-11.30
Gymboree is also great and various classes run.
