Does anyone know about this as I find I'm very confused about this . Some online reports say it affects only certain workers such as firefighter and police , some reports say it will affect everyone with a LGPS pension . It’s a worry as it’s likely to hit the lump sum payout which I was going to use to help fund my early retirement coming up soon until state pensions kicked in .

For early retirement specifically, the key figures to check are your reduction factors for taking it before your normal pension age, and whether any lump sum commutation rates have changed.
