Cannot be verified by gov.uk for pension

I wonder if anyone can help us please. My elderly cousin, British national, worked in the UK for over 30 years, then moved abroad. Now, he is back to the UK and would like to claim his state pension for the first time. I helped him with setting up an account with gov.uk, however the message came that he cannot be verified without any suggestion how to rectify this.
I presume a part of the problem is that transliteration of his name in his P60 and NI number is slightly different from his current British passport and the fact that he did not live here for many years does not help.

Any idea how to help my elderly cousin getting verified by gov.uk? I am searching online for a solution but getting nowhere.
Please help.

It's too niche a problem, the website isn't designed to handle anything like that.

If it were me, I would ask for help from his MP's constituency office. They will be able to raise it with the appropriate people in the DWP.

P60 should match his real actual name, on his passport, (irrespective of any nick-name he chooses to use) and his proper NI number. How did his employer get this wrong?
