Asking for VR - how can I word this?

I'm 60 but not eligible for the state pension until I'm 67. I have the option of retiring from work with a small pension but for each year you take it earlier than 67, a 4% penalty is applied.
The best possible scenario would be to be offered voluntary redundancy as then the pension will be given without penalty.
My employer is about to do a significant restructure and I'd like to ask on a general forum if they may consider offering VR to older ones like me and then re-use the resources to employ "fresh blood".
Any ideas, please, how I can put this request in writing?

I would tread very carefully. They may turn you down for voluntary redundancy and then try to engineer a situation where you retire early without a payout using the excuse you brought up leaving.

There will probably be a lot of staff concerned about losing their jobs if a restructure.
As you have nothing to lose why not just ask - Is there are likely to be redundancies and if so how will this be handled.

That way they don’t know if you are concerned about your job or if you actively want to leave.
