Concerned about sister/Mental Health

My sister has always called me at least every other day. Sometimes everyday. For the past few weeks however, her phonecalls have been far and few between. She says she is depressed. Her husband tells me she has been very quiet and withdrawn. On her facebook page is numerous references to mental illness/insanity etc.
This morning her husband brought me something she had written and hid in her bedside table. It read -

"would an insane person know they were insane? if not, would they assume everyone else was insane and they infact, were the healthy one? In which case, who is to say who is right? People that say they hear voices and are dismissed as insane, are they actually sane and those who cannot hear the voices have the problem? Who is to say who is insane and who has a healthy mind? who is to say what a healthy mind is?"

He said he has asked her about it and she said it was just her "thinking on paper" and she doesn't hear voices, it was just something she wonders about. Am I right to be worried?

Can you not ask her to go to her GP? If she is openly admitting to feeling depressed surely that is the first logical step?
