Passive aggressive in the workplace

Is this an example?

The Boss dosn't give the new colleague enough information about what to do on the job and is hard to get hold of so new colleague cannot ask.
The new colleague then gets the blame for not doing the job properly?

What are other examples?

If the boss is deliberately under informing and then directly blaming the new employee for not following instructions they've never had, then yes it could be a form of bullying on the boss' part, don't know about passive aggression.

I guess other examples would be making comments to other colleagues that said person was under performing, or unfairly attributing any mistakes to them.

Other than that, it depends. Why??
