Is it possible to report domestic abuse if you are not the victim?

Person A is in a coercive emotionally abusive relationship and I have no idea how to help. To make matters worse there are two children.

Is there anywhere I can report to and should I ?

Yes you can. You can fill in a report online or ring 111. My sister in law did this when her brother (my now ex) was abusing me
