Jokes are supposed to be funny. I guarantee he laughed, woman didn't - unless out of embarrassment.

I'm guessing he meant to say, 'there are better ways of saying hello' and had a brain fart. He's probably had a cringe then thought no more of it.

I would have laughed and agreed. But my dog spends ages sniffing other dogs arseholes which leaves an awkward silence. The owners either stand there watching and wait for the sniffing to stop, or make a comment of which there are only so many options.

I would have laughed. I took it to mean this is terrible but oh well there are worse ways like a biff around the head.

It is awkward when your dog is humping or sniffing butts so breaking the ice was funny.

This wouldn't have even been noteworthy if someone said that to me. It's just a idle irreverent comment.

He was embarrassed so made a comment hoping it was funny to break the awkward silence. Its something many dog owners say to each other.
