When people tell you what they were 'going' to do. Does this happen to anyone else?

It was my big birthday a few weeks ago, a few weeks before a friend was messaging asking what days I was free over weekend etc...I told her I thought I thought id invite some friends over for a get together on the Sat, but I said I was free on the Sunday. I kept it free just in case looking forward to the fact I may possibly have something arranged for me. My friend told me on the Sat that she 'was' going to arrange an afternoon tea or something for me but couldn't find any where and gave up! Why did she tell me that? So anyway I didn't end up doing anything. DH said she had msg him a couple times asking about various ideas but then just stopped msging. To be honest anything would have been nice. Anyway, my DH has done this a few times in the past, I was going to buy you this or do this but then I didn't!
