Daughter being bullied

I'm at my wits end.
My daughter is being bullied by a girl who used to be her best friend and the girl's new best friend. Other girls are being discouraged from playing with her by these two girls. This has been going on for 2 years on and off.

I've complained to the school a few times now and conversations are had, it stops and then continues.

My daughter is very sensitive, kind but a bit odd and this is massively impacting her confidence now. I have no idea what else I can do? I'm so angry that I'm now wanting to speak to both girls' parents but what would this achieve other than creating more of a divide?

She plays with other children but has no close friends. She dips in and out of different friendship groups until others don't want her to play anymore or just plays on her own. She is also starting to see this behaviour as normal having witnessed this last week myself and me having to tell her that no, you don't have to accept this- she's 8.

What else can I do at this point?
To add, I work at the school she's at one day a week- in my role I visit several schools in the county and hers is one of them for financial business. The thing is that out of all the schools I visit, her school is the nicest. But, staff aren't doing enough now IMO. There is a general "everything is lovely" type of philosophy and I'm becoming concerned that things are being pushed under the carpet.

I have thought of moving her schools, but I'm not sure it will be beneficial, as she is a little odd, quirky and I think the same thing could happen somewhere else. What do I do?
