Depends on how and when it’s said. By my DH, I’d believe him. By my ex when we first started dating, I did not believe him and just rolled my eyes.

Of it was my 8 year old kid, I'd be chuffed.
If it was my 80 year old nan, if be happy.
If it was a 40 year old partner, I'd cringe a bit more than maybe theyd expect.

"I love you with all my heart" means nothing if it is not followed up with "I love you with all my heart, and I will show it through my behaviour". Actions before words.
