Records from childhood

I didn't know where to post this so apologies if it's in the wrong place. Basically, as a child I had a terrible time at home which still affects my life and I feel it could all have been very different. The police were often at our home because of my stepfather's violence but at no point were we ever contacted by child services.
Was this the done thing back then 80s/early 90s? Or were we failed? Is it possible for me to obtain police records from that time and if so how? My mum and stepfather have passed now if that makes a difference.

Police didn't routinely call SS back then. My parents were drug addicts and when I was 11 in the 80's we had a early morning drugs bust on our hone. We were dragged out of bed which was a bare mattress on a wooden uncarpeted floor with just our coats for blankets. No food in and junkies with needles in our living room. I honestly thought we'd be taken somewhere safe but they arrested dad and left us there with mom. Took another year after I confided in a teacher for anything to be done. I'm not sure police keep records tbh I know SS do and maybe there was involvement that you didn't know about.
