What happens if neither of you has anywhere to go when splitting ?

As in no family no friends that can put you up. No money for hotel or renting.

Is it just a case of co existing/co parenting but no longer in a relationship till one can finance leaving ?

yes, it is. it may take time to save up for a rental deposit and there will be two households to run whereas previously there was just one. can either of you afford to buy each other out? can you afford to run the house on your own?

Would the council be able to house one of you if the relationship has broken down to such an extent that it's dangerous for one party to stay? Failing that then yes, I'd imagine that you'd have to essentially live like housemates until you can afford to properly separate.
