Their child or not its against the law for a start and bloody dangerous for a second. For you to allow him to do so is neglect on your behalf.

He took a risk with both himself and this child.

You need to get support for your own self; you cannot "save" him from his drink problem if he is alcohol dependent. He has to want help for his own self.

Would contact Al-anon in the first instance; they are helpful to talk with.

would think they were dependant on alcohol , would prefer to think that , than they were wilfully stupid, neglectful and deliberately endangering a child, not to mention themselves and others on the road

I didnt know about it. I came home and was going to pick up ds but he never phoned just came home and reckoned he was 'fine@ when i went mad.
