No criticism of co-habitees intended Batters, especially having been one myself. When I say commitment I do mean legally rather than emotionally.

If I were living in committed bliss with a same sex partner and we both had children there is no way I would want to lose the double whammy of benefit entitlements ie 2 lots of wftc we would be getting if we were both working. At the moment there is huge financial incentive for same sex couples to remain as they are and NOT to get into any sort of recognised ceremony thingy.
