I hear this phrase a lot nowadays. Does it actually mean anything more than someone not doing what someone else wants them to do?

Not quite that simple. You could refuse to do something in an assertive or overtly aggressive way, for example. Conversely you might comply but get your own back in passive-aggressive ways. Try the Wiki definition for starters.
