Strap inside carrycot for Maclaren XLR?

I have just bought a second hand Maclaren xlr carrycot in fantastic condition but in the carry cot are 2 (I'm not going to describe them very well) attachments either side as if some sort of strap should be used once the baby is in the carrycot. The instructions don't mention anything, does anyone have an XLR and know what they are for?

Are they "D rings" for you to fit a safety harness in the carrycot - such as a clippasafe safety harness this would hold your baby in - so if you have older siblings - they can't just reach in and lift the baby out while you aren't looking!
It should also hold your baby in safely - should the buggy tip (high winds?) or if you were bumping it down steps and to accidentally slip!
I think most carrycots have D rings - for you to fit your own safety harness (possibly by law?).
