P&T newborn+toddler ready?

Is it completely ready for a newborn and toddler when you buy it or do you need to get the double pack straight away?

i did post a few times but it kept going weird!
you need to get the double pack. the second seat goes on the top for the toddler. the main seat folds flat for the baby.

then when the baby is approx 4-5 months old, you switch the seats around. the second seat goes underneath and the main seat is fastened to form the main seat of the buggy.
