Maclaren hinge covers - how do you fit them?

After all the publicity about maclaren hinges being potentially dangerous, a friend of mine requested some hinge covers and got sent two sets, so I go the spare one. The only thing is I have no idea what part of the buggy they go on - I never did work out which bit of hinge was the problem.

So has anyone fitted the covers on? Where do they go? I've got a Quest by the way. Do they make them harder to fold?
