The doubles kit..

Does the seat fit either underneath or on top?

Looking online the pic shows the newborn in the main lieflat seat then the other seat on top..

Is that right?

Hi, When you are using it with a newborn and a toddler, that is the way it's used- you clip the seat on top for the toddler. You can also use it without the doubles seat for when you only have one. When you move onto using it for 2 toddlers, the seat is clipped underneath. Hope that helps! xxx
