Best buggy/pram for a newborn baby and toddler twins

Hello
I currently have twins who will be 18 months old when baby number 4 arrives, can anyone recommend the best buggy/pram.
I'm a bit lost because I cannot find much at all, any advice would be much appreciated.

I've had two friends in this situation. The first got one of these X4 Push + Pull Stroller Wagon | Wonderfold UK – Wonderfold Wagon, and the car seat insert, so her older twins could sit one side and the baby was in the car seat on the other (and then as the baby got older, that was removed and she sat opposite the twins).
The other got this one Peg-Pérego Triple Pram (pramcentre.co.uk)
I think the wagon worked out less expensive and lasted longer, since as the kids got older they could sit one child in the wagon and pop stuff in beside them that they didn't want to carry.

How old is baby #3?

@Viewfrommyhouse I assume baby no. 3 is one of the twins.

My advice OP is to get a really good sling and see how you go. Keep the twins in their current double and maybe add a buggy board to it if you can? Our DS was learning to use one from about 18 mo.

Twins are 2 babies, then baby no.4 is mentioned. There's another baby somewhere!

How long are you expecting your oldest to need a buggy for?
Im not sure I'd bother a city tour 2 double would be much easier

It isn't safe for a newborn to be in a car seat for more than 30 mins, so a car seat insert isn't ideal unless perhaps it allows the baby to lie flat. But a lie flat carrycot would be safest for a baby until it has head control.

You could use a sling for the baby and continue to use a double for the twins.
