Double buggy recommendations

I need a double buggy for a 2 month old and a 7 month old, the younger baby has seizures and has very low tone so is very 'floppy', I want something that will give me a good view of baby but I do a lot of off road walking with the babies and the dog so I need something that can off road, Because I am a foster parent social services are funding the buggy but the budget is small, around £400, so far they have offered me a Joie Aire which isn't a good match for the younger baby or what I need from a buggy.

I would look at a second hand mountain buggy duet. Get the carrycot plus which converts to a parent facing seat. It would have to be second hand for that price, but lots of facebook marketplace. The duet would be great off road and is one of the narrowest side by sides

Thank you, that looks perfect! Now to try to persuade the powers that be it is a sensible solution, John Lewis have it for £585.
