Thinking if getting this for 2 year old for holiday stroller.

The thing that concerns me is that on the you tube videos it looks like a normal stroller when forward facing so toddler can see out.

But in parent facing mode it is always reclined with hood right up.can it sit like a normal stroller parent facing so they are sitting up and looking out?

Thanks. In most of photos I had seen it was usually in newborn me when parent facing so wasn't sure it did another position. Looks better in those photos.
