About the City Mini double rain cover

This is probably a daft question, but I got this cover from John Lewis (not sure if it's their own make, but it fits anyway), and there are 2 hooks on pieces of elastic at the bottom front corners. Does anyone know what these are supposed to attach to? I'm flummoxed!

Yes - push them really hard onto the metal chassis at the bottom. They should push on.
