Mountain Buggy +1 Question

I have just got a +1 but am confused about when the metal bar goes in. My sister has set it up with me watching on Skype and she seems to think you don't put the bar on when in toddler and newborn mode as tseat seemed really upright and then there was no space for the belly bar.

What is the point of the bar and when does it need to be used?

The metal bar only needs to be used a) in newborn mode and b) in load carrying mode (I am not sure about car seat mode but I would think not).
The bar should not be used in 2 child forward facing mode ie two toddlers.

The bar is to stop the front child lying back ie reclined onto the baby's head when its in the cocoon ie there is no front recline when the baby is in the cocoon. Or I believe conversely to stop a heavy load sliding forwards and pushing the front child forwards - the front seat can flop forwards.

There should be room for the bumper bar - it just sits on the front seat even with the seat upright. like this.
