BJCM double max weight?

Hi!
I (like so many others on this forum) have been trying to find a solution for a toddler and newborn. I thought I'd decided on the BJCM but have just seen the max seat weight is 15kg! Is this right? DS is currently 13kg at 15 months and I have another 6 months until number 2 is due. It looks like I need to keep looking. Anything similar that will hold a heavier child?

Its something to do with UK regulations, all UK buggies say 15kg. If you look at the US they have the "real" max weights.

I had 19kgs in one seat and 10kgs in the other a few weeks back and it was completely fine.
