Help! Quinny Buzz 3 Small seat unit/Shoulder straps?

I bought a Quinny buzz 3 second hand (so have no instrucions/info) about a year ago so I guess the actual pushchair is about 4/5 years old. My dd is now 11 months old and looking really uncomfy in it. The sholulder straps seem really, really tight when the cosy toes sleeping bag thing is attatched and she just looks kind of big in the seat, she is on the small side of average so I'm pretty confident its an issue with the quinny rather than me having a big baby.
I thought the quinny would see her well into toddler hood but at this rate she will need a new pushchair next month! Has anyone else had any similar issues or does anyone know the reccomended age/size limit for the quinny? I had a look on the quinny website but couldnt find any info but I did notice on ebay that some of the seat units seem to be listed as xl as if they come in different sizes but i've not seen this in shops so..

They do have a small and xl seat. I think the small seat is suitable to about 12 months. In my experience having a foot muff makes a huge difference. Personally I'd be looking at buying an xl seat and moving her into that.

I've just looked and it's actually 18 months so that's strange it's tight already. I'd still move her though. I think that the old types have a completely separate seat unit like this but the new ones have just a different seat fabric that you attach to the existing frame and use the existing harness, like this.

That's a shame. I had one and got rid of it a year ago. I realised when I sold it that I'd bought it with only the carrycot and XL seat. I'd only used the carrycot so hadn't noticed it was a huge seat and DD was never going to fit in it. But at least it was cheap. I only paid £55 for the whole lot!
