Triple pushchair for 16 month old twins and 2 month old?

An MN friend has asked for a bit of advice as she knows I spend too much time on here on buying a triple.
Her twins are 16 months and confident walkers but obviously still need a pushchair. Then she has a 2 month old dd too.
She doesn't want an inline triple.
She's said must be cheap, not £500-600, but I'm not sure of exact budget.
I don't know any more than that, just looking for some ideas I suppose.

or try and get an second hand abc single or double and add a single or double upper seat.

Oh I forgot to say, she has a bad back and I don't think carrying 3 babies and having 2 cs in 16 months has helped!
My thought was the abc too.

There is the ABC Adventure Buggy but it would be a battle to put in the car. Great for walking straight from the house but there is no doubt it would be a monster. My suggestion is an out of the box one which I realise may be instantly dismissed but it could work very well - it has for me.
If she buys a bigger double side by side eg the Baby Jogger City Mini, or Elite, or Easywalker Duo. Then recline one seat flat. Put the baby right at the back either straight on the seat or in a small cocoon. You may be able to use the seat harness but could certainly add one on. Then sit one 16 month old on the normal seat pad with their feet down ie as they would normally sit but with no seat back. The other 16 month old sits normally. She may need to choose the most sensible child or swap them round if they need to nap. But from there she can encourage one of the older children onto a sit down buggy board or similar. I know some children sit on the kicker board of the Elite but I think they need to be older.
The other pushchair to look for is a double Valco with toddler seat. Its a lot lighter than the T3 which is the other triple pushchair.
Alternatively if width is no issue then there is a Mountain Buggy Triple currently on EBay. I am getting an O'Baby triple to try soon but that may be a possibility. It's suitable from 3 months, so she is nearly there.
But there's no denying the ABC is probably the best but also a complete beast!!
