I have an old Baby Jogger City Classic (no longer made, don't know why, but v similar to City Elite...) and a Baby Jogger City Mini, both of which are uber fabulous. (Reasons at bottom if you are interested).
BUT, with recalcitrant toddler I need a double. I was thinking Phil and Teds, but have just found out that BabyJogger now do a new double called the City Select. Here:

Anyone have one? Or have heard anything about them? Would they go off road at all?

Reasons for loving BabyJogger city series after trying a million buggies:
Classic is lightweight for a serious off road buggy (tho WHY call it a CITY classic??),
Mini is really light too for a buggy with so many positions etc.
Baby can go in them from birth with a cocoon type thingy
Both fold into car soooo easily (can do Mini with one hand and baby in other)
Adjustable handle on Classic good for 6ft4 dh
Easily switchable swivel/straight wheel on Classic, both so manoeuvrable
Enormous hood - v v rarely need rain cover, never need sun cover
Can fit buggy board and also child sitting on sturdy front footrest
Only cons:
quite big in the car (but smaller than comparable off road buggies)
has overbalanced if child gets out and you have bags hanging off back (but think that is a trade-off with the lightweight factor - it has never overbalanced with a child in it, which is the important thing. Just remember to take your shopping bags off the buggy buddy before your child gets out!)
