Can you replace handlebar foam?

I have a Phil and Teds Sport and the handlebar is looking ever so tatty, with nicks and bits ripped off it. Can this actually be removed and replaced? I was thinking of taking it to a bike shop or similar as they've always helped me with new inner tubes and tyres, will they laugh me out of the shop? I can;t even see how to remove the handlebar to be honest so I'm wondering if I just have to put up with it?
