P and T E3. Does anyone know what the strap under the footrest is for?

My E3 has been in pieces in the loft for a while. I've got it ready for dc3 but there's a mysterious strap under the footrest that doesn't appear to have a purpose. it's a black webbing strap with a couple of poppers on it. Any ideas?

Thanks GTBD, I'll try that.. The other idea i got from looking at the instructions online is that it might be to hold it together when folded.....

On the E3 I thought the 'hold it together' strap was on the side, could be wrong though.

Yes I thought that too but having owned the thing for 4 years I have now read the instructions and it has 2 hold together straps. I'm not sure I'll use them both though! There are lots of other poppers for the raincover.
