Who should I call about exposed brick behind loose skirting?

Hi, just got my first house and never had to do any work on a house before so not sure what tradespeople to get for the below images? A plasterer or a builder? Saw that skirting board was loose and behind was exposed brick behind some plaster. Not sure if due to dampens either.

I'd use Grab and Bond and stick it back.

Just stick it back. Plasterers rarely plaster the wall right to the very bottom as they know it will be covered up by the skirting board. Also, if you ever need to go under the floorboards for anything (rewiring etc) then you don't want to have to chip plaster off them round the edges.

It's fine.

If you're concerned it might be damp, tape some foil or clingfilm over the bit you're worried about for a week or so to see if it ends up with moisture on the back of it.
