I would clean it off, let it dry out, then use anti mould paint as an undercoat. Unless there's a sign of something more serious? Do you have adequate ventilation in the room?

Is a room without windows attached to a coservatory . The heating was off in that room and i dont thibk they were using it at all there is one air vent at the bottom of the wall ! We are actually planning of removing this wall Anw and connecting it to the other room . But we are not doing it right away

I would wipe it with a solution of bleach and water to kill it. Yea it is black mould.

Do not bleach it. Bleach just bleaches it.

Wash well with soap and water, sugar soap is good for walls, then rinse liberally with cheap vinegar. Vinegar kills mould. Brisbane housewives were stocking up with litres of the stuff before the cyclone last month in anticipation of the mould problem that would follow.

Air that room well.
