We are neighbours to a property that has outline planning for a house in their garden

They have submitted reserved matters for appearance, landscaping and scale

The house has significantly increased in size, was approved for 1.5 storey house and is now a 2 storey house moving from 130m2 to 240m2

They haven't got this approved as you can image there is some objections not least it 10.5 m from my patio doors!

But, they have heavy machinery, digger, dumper and lorry onsite as if they are starting work. What are the regulations on this does anyone know !

Look at the original permission. It will say granted outline with reserved matters for x,y,z. Scale is not usually a matter reserved and they should submit a full application.

Oh, it says it's reserved for appearance, landscaping and scale.

You need to query this with enforcement officer at the Planning Authority. They may be able to start groundworks but little else until full planning has passed.

They cannot start work until the reserved matters have been approved.
There will likely be pre-commencement conditions that also need to be discharged prior to starting too.

They may 'just' be clearing the site but I would definitely be reporting to the planning enforcement team and asking that they investigate.
