Loft insulation

Do I really need sign off from building control for loft insulation?
Going through conveyancing and I've been asked for a certificate 😱.
It was top up only in a already built lived in house not new build extension.
No new ceilings if that makes a difference, yes I've read some web pages but I'm still confused 🥴

Hello, I'm an owner of a loft insulation company and we have fitted insulation in hundreds of houses. You don't need to sign off from building control for top up insulation.

You don't need building regs otherwise everyone who buys the insulation from B&Q and other DIY places would be so screwed at selling time every MP would be having irate emails being sent to them from their constituents.

Perhaps they mean a guarantee/warranty if a company has installed it rather than the homeowner?
