Flat roof in flames

Parents just had flat roof balcony felted - on my suggestion and blame now on me. Torch on felt and two areas caught fire or smouldering. Put out after buckets of water. And naturally we are worried about water seeping under and into. Roofers said normal. Is it?

I wouldn't say it is normal exactly, but I think it is reasonably common. A neighbour across the way had their flat roof done some years ago, and I remember seeing the roofer hopping up and down and stamping his feet a lot at one point.

Thank you. Some relief. We are a family of worriers. Water aside, we are worried that something could still be burning within. It doesn't help that some neighbour must be burning coal fire and the smell of smoke made us more paranoid!
