Stop loose tiles coming off the roof??? At that price there is something seriously wrong with it

I think it's to discourage birds too.

I would bet good money the house is condemned and structurally unsound. Unsafe to enter hence no inside photos or info, its been abandoned a long time and frankly I wouldn't touch it with a barge pole (and I'm happy taking on unmortgageble houses many would avoid).

I'm going to also vote for to try and stop birds nesting in the house - probably means birds were there before and the entire house is full of bird poo on top of whatever level of collapse is going on inside.
