Planning permission

How on earth does one apply for planning permission... is it just me or is it confusing?
I want to get an extension built, 2 story about 35sqm
In a terraced house with house either side having already built extensions.
If someone can kindly outline steps on how to go about this in Ireland

In England, but we're paying an architect to do the drawings and once agreed they submit them to the council for approval.

So the architect acts as the intermediary and you just pay for it.
