Retrospective Building Regs

We're selling our house and a week before exchange, our buyers have decided the indemnity on a small utility extension (works done prior to us owning the house) isn't acceptable and they want the building regs certified. We've contacted our local council for retrospective regs, who came today and gave us some issues to fix before they can certify the works. He has advised once we've done them, he needs to revisit to assess again. Will I have to pay the £800 fee again for him to revisit?

We've done so much to keep these buyers happy and I just feel like they think we had an endless pot of money!
