Who is responsible for this? Waste water from downpipe?

Both my local council and water company are saying they are not responsible.
My house is a flat fronted terrace, the front door opens onto a public street.
The downpipe for rainwater is next to my front door but doesn't have a drain beneath it so the water just pools on the street.
There is a faint gully on the pavement which my neighbour said the council put in years ago but there is no drain at the end of that either.

Who is responsible for this? Waste water from downpipe?

Yes. The pipe is outside my door. But services 3 houses. It just pools up outside my house.

I suspect the three houses are responsible for getting rid of the water.

That suspicion is based on the fact that we have to pay extra on our water bill for the water company to dispose of the rainwater off our roof.
