Factor/insurance question- help!

I'm just looking for a bit of advice.
I own my own flat but I pay a factor (through a local housing who own half the flats) which covers insurance and external maintenance. I'm responsible for my internal flat maintenance and my contents insurance.
Before I had moved in just over 10 years ago we found the flat roof was leaking into one of my bedrooms, so as I'd just purchased the roof was repaired and all the internals sorted before I moved in.
A few weeks ago there was some maintenance works done to the roof (by the factor) and a few days later my neighbour below came up to say she had water coming through her ceiling, so we had a look around and found water coming through our bedroom ceiling- it's soaked the wall, down onto the carpet and across the window frame.
I contacted the factor and they sent the roofer out who said he could see that there had been a previous repair and it must have been disturbed. Whatever he did fixed it and there's been no more water coming in.
I then contacted them again to say what happens now and we're now in a back and forward argument. They're saying I need to log it as an insurance claim and it's up to my insurance whether it's covered but nothing to do with them, they said the repair 10 years ago was a temp repair and that they have no records of this due to the time passed. My argument is that it's clearly not an insurance claim- it doesn't come under any insured perils, it's either faulty workmanship and caused by the roofer- so their responsibility, or it's lack of maintenance again their responsibility. Does anyone have any advice, I'm not getting anywhere with them and I don't really know where else to go?

This is the factor policy so I'd say they're responsible for the maintenance of the roof and any damage caused if it's not maintained properly?:
