I am not a carpet fitter but have seen lots of carpets fitted and the grippers should be a close to the edges with a small gap. Thir job it to hold the edges of the carpet and give something for the edge of the carpet to tuck round the side of. There shouldn't be any underlay between the gripper rod and the wall/ stair edge.

If someone lays carpet on what you currently have where will the edges of the carpet go?

The one in the top left looks about right, there should be about 10mm from the skirting board.

We did a better job ourselves when we had to do some patchwork after a radiator leak. (i.e. we are not carpet fitters)
