Leak in my flat

Hi, I hope you are all well.
I wrote about my kitchen ceiling leaking a while back to a point where it gets flooded quite badly. I live in a council flat.
Upstairs are a nightmare. I also have issues with noise, which continues all night untill early hours of the day.

I have told the council, and they have basically said they can not do anything about the leak as it is the neighbour that is causing the leak.
As for noise, I am waiting for them to get back to me after booking an appointment and no officer turning up.
My question is, shall I try and fight this and get onto my council and keep complaining, which probably will not get anywere, or shall I give up my council flat and more to private rent.
This noise and leaks are having a bad effect on my mental health to a point where I'm scared of sleeping due to being woken up by loud bangs.
I hate staying at the flat constantly anxious😟

I think you’ve answered your own question. The issues are having a terrible effect on your mental health & the council don’t appear to be willing to help.

If you can afford private rent then personally I would be looking into that option. Maybe talk to Citizens Advice first just to check the downsides for you as well as upsides.
